USS Congress adalah sebuah kapal fregat berlapis kayu dengan 38 meriam, milik Angkatan Laut Amerika Serikat . James Hackett membangun kapal tersebut di Portsmouth New Hampshire dan diluncurkan pada 15 Agustus 1799. Kapal tersebut adalah salah satu dari enam fregat perdana yang konstruksinya disahkan oleh Undang-Undang Angkatan Laut 1794 . Nama "Congress" adalah salah satu dari sepuluh nama yang diserahkan kepada Presiden George Washington oleh Sekretaris Perang Timothy Pickering pada Maret 1795 untuk fregat yang akan dibangun.[ 6] [ 7]
