Film ini mengambil latar dalam masyarakat dystopian Amerika pada tahun 2000, di mana Transcontinental Road Race yang mematikan telah menjadi salah satu bentuk hiburan nasional. Skenario ini didasarkan pada cerita pendek The Racer karya Ib Melchior.[4]
